Mr. Rajiv Ratna Panda is an international energy expert, electrical engineer, management, research, public policy, and strategy professional with multi-regional energy system expertise & experience. He currently works as Associate Director, USAID’s South Asia Regional Initiative for Energy Integration (SARI/EI) at Integrated Research and Action for Development (IRADe), provides technical inputs/advice as well as the policy, regulatory, legal, market inputs/advice for enhancing Cross-Border Energy Trade (CBET), power system integration, transmission system and grid integration, regional power market design & development and energy security in South Asia (SA) & BIMSTEC region. He previously worked in various capacities such as such as Senior Project Manager, Head-Technical, Program Coordinator, Technical Head over a period of 8 years in the SARI/EI Program. He has rich & diverse experience and expertise in policy design, regulatory harmonization, grid code, open access, trading License, regional investment policy, energy modelling, Renewable Energy Grid Integration Energy Storage Technologies, clean/renewable energy transition & energy market development. He was instrumental in developing Regional Regulatory Guidelines for CBET, conceptualizing the development of regional regulatory/technical institutional mechanism for deepening energy cooperation and CBET, energy sector public policy development in the SA & BIMSTEC region.

He has worked extensively with Energy/Power Ministries, Regulatory Commission, Power Utilities, Regional Institutions i.e., BIMSTEC, SAFIR, SAARC, development & donor community at large, policy & discussion makers in the region. Mr. Panda is an international energy expert with extensive knowledge and wide understanding across many markets; South Asia, South East Asia, Asia Pacific, Europe, North American markets on strategies, policies, regulations towards interconnecting the region’s energy systems/grids and energy markets integration, regional power markets development & design, regional power grid development, etc. He has been an avid reader & keen observer of energy cooperation & international relation, geopolitics, in the SA, ASEAN, Central Asia and Indo-Pacific region and global energy & climate governance, his interest includes understanding human endeavor for fundamental change in the cross-cutting area of energy, climate change & sustainable development with a public policy focus. He has authored and co-authored many reports and publications and speaks regularly in various prestigious platforms and conferences and events in the region. He is a trained electrical engineer with an MBA (Energy)- major in finance. He also holds advanced Post Graduation in a) Engineering Management and in b) Power Transmission & Distribution Engineering.
