South Asia Regional Initiative for Energy Integration

Task Forces

The Task Forces (TFs) are the main drivers of the program in achieving the desired objectives of SARI/EI. The three inter-governmental TFs catalyses enabling systemic conditions for regional energy integration. These TFs are representations of regional stakeholders such a national governments, national power transmission utilities, national electricity regulatory commission, power market institutions, and other in country organizations. Activities taken up by the TFs include showcasing examples of the benefits of regional cooperation; leveraging counterpart funding and resources; providing unbiased support for regional initiatives; and present a platform to discuss cross-border trade and promote infrastructure interconnection. To this end, the three Task Forces have taken up demand-driven activities with tangible outcomes. These demand driven research and analysis provide detailed and informed recommendations on the issues of CBET. The TF-meetings are a critical aspect of SARI/EI activities, which present a platform to discuss and promote cross-border electricity trade and these meetings are focused, structured, and demand-driven, with tangible outcomes. The SARI/EI project secretariat at IRADe assists the members in their decision-making process and conducting the demand-driven activities.

Task Force-1 – Coordination of Policies, Legal and Regulatory Frameworks

TF-1 deals with issues related to the policy, legal, and regulatory aspects of Cross Border Electricity Trade. It comprises nominated members from the country, regulatory authorities, energy/power ministries, and other policy-making bodies. It works on the harmonization of policies and regulations, framework for licensing, open access, tariff and trade negotiations, dispute resolution mechanism, and so on, thus creating conditions for a sustainable market for investment and the implementation of cross-border electricity trade projects.

Task Force-2 – Advancement of Transmission System Interconnections

TF-2 comprises nominated members from the country, transmission utilities, and the planning authorities, system operators. TF – 2 identify import-export points for technically and economically feasible cross-border interconnections over the next 20 to 30 years. It also formulates the required coordination procedures for stable regional/national grid operations.

Task Force-3 – South Asia Regional Electricity Market

TF-3 focuses on electricity trading/exchanges and markets. It comprises members from the utilities, energy trading companies, power exchanges, and so on. TF – 3 explores market-driven, commercial practices in the trading of power, including long-term contractual instruments and medium/short-term trading exchanges. It covers matters relating to agreements on guarantee mechanisms, tariffs, wheeling changes, attribution of transmission losses, and transmission pricing.
