He is currently the Director General of the Department of Hydropower and Power Systems and responsible for promotion and regulation of the Energy Sector in Bhutan.
He was selected into the Bhutanese Administrative Service and joined the Ministry of Trade and Industry in 1987. After serving in various posts at the Ministry of Trade, Industry and Power, he was transferred as the Managing Director of Bhutan Agro Industries in 1992. He was recalled to the Ministry as the Head of the Policy Planning Division in 2000. He was promoted as Director of Department of Trade in 2004, Director General in 2011 and Joint Secretary in 2012.
He has represented the Country in numerous conferences, seminars and workshops abroad. He served as the Chief Negotiator for SAFTA and BIMSTEC FTA and the Deputy Chief Negotiator for Bhutan’s accession to the WTO from 2004 till 2012. He was a member of the Planning Commission of Bhutan and presently serves on several boards of reputed corporations and regulatory agencies. He also serves as an Arbitrator on the SAARC Arbitration Council.
He graduated with honors in commerce from the Delhi University. He holds a Master of International Law and Economics degree from the World Trade Institute, University of Berne, Switzerland.
